VBA Conditional Formatting with dynamic Range

Column "B" has option 1 and column "D" has (A,B,C,D,E) five sizes in each row. If store 1 in Column "I" has 3 sizes(A,B,C) available than it should highlight whole option 1 as Green for Store 1 column "I". To complicate further if we can put percentage of size instead of absolute value. i.e. if 40% and below red, upto 60% orange and above 60% green.
