Change cell value based on height and width of row

Hello everyone.

I hope my question is not silly and it will be understandable with my english.

Request:
When I will change height/width of specific row, value in specific cell will change based on this value.

Example:
I adjust height of row to 20 manually by pointer and value in cell C4 will change to 20 (instantly without running any macro).
