VBA to select either number or % of random rows

Hello. I have a data set with 12 columns A --> L . There are 1000s of rows. My data set has a header. I'm looking for 2 macros - all related.
First - Does anybody have the code to select either a specific # or a specific % of random rows from a range. And copy these results to another page.
Second - I would then like to also get the same as above, but add in the condition: for each unique value in column A.
For example, column A contains only numbers 4,9,8,97,98 - I would like to be able to get certain # or % for each of these numbers.
Much appreciated. Have already spent an hour looking for this on-line with no luck.
