Reinstalled windows and put my life work and now VBA doesn't support my native language

hello excelers.
can write in excel and VBA in hebrew but whatever was in hebrew is showed as ?????? in VBA and vba macros involved with hebrew doesn't work. windows doesn't have this problem and shows hebrew whenever , and hebrew also installed. I already have a font that support hebrew in excel's VBA settings it doesn't help me.

For example: I can see that the sheet's names in hebrew shows well, but inside the VBA the sheet's names are typed like question mark ?????? instead of letters..

UPDATE:
FIXED the problem, thats windows setting, need to go to languages in control panel-> "Administrative " -> "Change System Locale" -> "Hebrew" (or your native language, because English doesn't cut it)
