Remove duplicates by condition

Hi,

I have a file with multiple columns and rows.
Some rows are exactly the same except 1 column.

Example attached.
If the name of the person in column C is the same,column B is 1x blanc and 1x filled in.

I would like to check for duplicates in column C and remove the row where column B is empty.
