Copying Blank Cells Down Based off Non-Blank Line Above but for varying lengths

I would like to be able to fill in blank lines based off the previous non blank line, which I think I could do using =(cell above) and then copy/psv using visible cells. (not sure how to do this in VBA). The issue though, is that the last set is only for a certain length, kind of a last row scenario.
