Need to fetch sales person name based on most or least matches address's key words

Hi, Greetings!

I've attached a sample data sheet with two worksheets: one for old data and one for current month sales mapping. Actually, I want to get the name of the salesperson for a store that is currently closed, but the salesperson in that area is still working, so I want to get the current salesperson name for that closed outlet based on that outlet's address by any key words that will be most, semi, or least matches if there is any duplication, such as if an area is handled by one or more salespeople, then the current salesperson name will be shown in the cell by commas.

If anyone can help me with this by Formula or VBA, I will be grateful.

The following produces 205 results that seem reasonable although it also produces 3109 #NA errors:

It may help us better understand how to accomplish the rest of what you are trying to accomplish if you could tell us the names that the formula/code should display in cells E2:E3 on the Old Data sheet.
Also please tell us why those names should be displayed in E2:E3.
