ADO Connection Not Working on Files Located on Cloud Storage Provides

I built a spreadsheet for a client and the spreadsheet uses the ADO connection Open method. It has worked seamlessly for years. Up to now, all files have been stored on a network drive, but the client is currently evaluating cloud storage solutions. The code works on one cloud solution that they are evaluating, but it is not working on several others. The code below produces an error. Does anyone have any ideas on how the code may be modified to work on all (or at least more) cloud solutions?
