Nested IF/AND formula for Dates

Hello,

In a custom column I am trying to calculate if a dates is <= 10/1/2022 one date and >=12/31/2022 in the COP created column it will return a value of Q1-2023. I have tried #date(2022,10,1) and I am getting an error.

Any assistance would be greatly appreciated.
