vba code + conditional formatting

Can Anyone Help With My Problem Below. I Have Attached An Example As Well:

Vba Code Is Set-up So That A User Cannot Save The File Before Something Is Entered Into Cell A2

If They Enter Yes, Then They Must Enter A Reason In Cell B2 (turns Red Using Conditional Formatting)

Is There A Way That I Can Use Vba Code To Make Sure The User Cannot Save The File If A1 Says Yes And B1 Is Empty (red With Conditional Formatting
