mouseover ??

First of all thank you in advance, second....I am not sure if I am posting in the correct area, so if not I am sorry.

Here is my question. I have a simple calendar that has customer cut off days and customer ship to days. What I want to do is select a cell, or mouse over a cell either option is fine, (this cell would contain a customers order cut off day) when I select this cell I want the next available ship date cell to change its background color. Each week will have 22 different scenarios, so I need to have an individual formula that can be customized for each event.

Please explain further. How does the customer cut off date cell relate to the next available ship date cell physically? Same row? Same column? Consistent offset?

Please explain why there are 22 scenarios? How does the customer cut off date cell relate to the next available ship date cell logically? For instance, how do I know that Feb 15 cut off = Mar 15 next available?
