Restrict Scroll Area to Visible Area

Hi All,

I have a dynamic sheet which has information added and removed from column A and B.
Is it possible to have a sheet change macro that only allows scrolling within the visible rows?

I had tried

I should have said that this to be run as part of a multiple cell change macro.

The code that I have including yours(altered) is below and I stii can't get it to work.

I had to remove the points before range, cells & rows, it does exactly what I was wanting.
