    Format Data from Columns to Rows, Within a Cell

    I need to transpose data from a column format into a row, separated by a comma. Here is an example of data input:

    The output must look like this, in column C...(It's ok to have the same amount of rows as the whole dataset, which in this case, is 8 rows) I can remove duplicates later.

    Please note, that I need a double space after the city followed by the state. The double space must be there, because I need a unique identifier, so I can later replace the double space with a tab.
