VBA code for automatically filling out cells based on numbers. Similar to list dbase.

I wasn't sure if this was easy or even possible. I included an example spreadsheet with notes to give an idea of what I need.

I basically need to somehow automatically fill out cells based on numerical values, but there is a main category list (huge) a subcategory list, and then a subcategory of the subcategory. The subcategories are quite short lists. I am in the process of typing three lists, if they might be needed.
