Combine text

Please look at the excel file. the top is the original, the bottom is what I'd like to get (cells with bold characters). How can I do this using macro?
I need to combine the text in the "invoice" column and put them next to each other. when the length of the combination is more than 15 characters, it should be "payments" instead.

I've fixed the range as you have the output data below the original so you may want to change that range to be dynamic.
