How do you set-up a row to have different row heights in different columns in the same row, i.e. most rows 40 high but i need several columns (in that same row) that are 12 high?

Not possible I'm afraid - the height of a row applies to all cells in the row as the width of a column applies to all cells in a column.

well, can you force a 'return' in the cell of interest?
since excel is essentially a grid so you can easily reference any given cell, having variable cell heights in a column/row would put the grid way out of alignment.
you could merge cells to give that effect tho
