Using loop command to map multiple lists record form

Using Excel 2007. I have two columns of data: one has a list of departments the other has a list of services. Each service needs to be mapped to each department (i.e. if there are 4 departments and 8 services, there will be 32 total, individual records when I am done). The lists are not the same length. The data output will need to be different rows ( list of departments in row C, output departments in row G, list of services in row D, outputs in row K, as an example) I was doing this exercise manually (cutting and pasting), but I thought a macro might be quicker. I may have hundreds of records in some cases.

I'm very new to VB and have been fighting with this most of the morning (trying different loops, etc.). I've gotten the services mapped alright, but I can't figure out how to get the loop to reference the next department (i.e. the next row down). I've been stuck where I have all the services mapped, but can only get one department to map without rewriting the entire code. If you could offer any ideas I'd very much appreciate it. I've pasted my code below (just for the services) as a reference point - I'm guessin there's probably an easier way to do this, too. Thanks in advance.
