re-assign paste functionality/shortcut/key to pastespecial xlvalues

Is it possible to re-assign paste functionality/shortcut/key to pastespecial xlvalues.
I often have a problem where users paste in data, and corrupt cell formatting and validation.

    Any help would be appreciated.
    Thanks.

    Not entirely.

The issue is to force paste values only for all users of specific workbook when activated.

So if user exceutes a Ctrl-V or Paste from clipboard toolbar or via edit menu etc, that it results in a pastespecial xlvalues only.

Is it possible to re-assign normal methods of paste (all) to pastespecial xlvalues when specific workbook is activated, and revert to defaults when deactivated?
