Monitor a folder and open file in excel

Hi all,

I have an idea for a program that would monitor a specified folder and, when a new .xls file is written to that folder (not from Excel), would open the folder and run some script. I think this is most correctly done in Windows w/ perhaps the process monitor or some other tool, but my googling hasn't really brought me to anything that I can use a place to start from.

Does the collective knowledgebase here know of any such tools/projects that they could point me to as reference?
