Have you tried data validation? I don't have excel open in front of me, so I can't tell you exactly where to find it, but in 2007 it is list on the ribbon as "Data Validation" and I want to say it's on the ribbon right after "Formulas."
Once you have selected Data Validation, it should come up with a pop up box. On the first drop down list choose "List". At the bottom there will be a field where you can enter in either a list name or a range of cells to pull the options for the list from.
For example, if the options are in cells g4:g8 on sheet1 you would put "='sheet1'!g4:g8" into that field. If you were using a named list, you would put in "="list name"". Make sure that your list name is in quotes.
I hope that made sense, and later on I can give more detailed examples if you need them.
