Create List of X Variables Repeated Y Times

I couldn't figure out how to shorten my problem into a neat header...sorry.

I have two columns, one with a name in it, and one with a number in it (e.g. A1=Jim, B1=4, A2=Rachel, B2=2....).

I would ideally like to "look" at those columns and create a list that has in one column the name listed the amount of times in colum B (e.g. Jim, Jim, Jim, Jim, Rachel, Rachel) and the other list couting from 1 on how many times it's listed (1,2,3,4,1,2) so that in the end I have two much longer lists. Attached is what I hope to do, but I don't know how to do it automatically. Eventually I'll have a lot of names and a lot of numbers that will change, so I would hope to do this automatically somehow.
