Is Pastespecial supposed to change selection?

I just discovered that when I PasteSpecial onto a range that is not the current Selection, that the Selection changes to the range being pasted onto.

Is it supposed to work that way? If it is, is there some way to prevent it from changing the Selection?

You've posted in the Programming Forum. Is this a VBA question?

Yes, Excel selects the paste range when using Paste Special. If you are using VBA, simply select another cell after the paste operation.

I answered this already. However, you can't change it or prevent it, but you can redirect to another cell immediately after the paste special. You can also set the value of other cells to the value of the source cells via a loop and other methods, or use the copy method to directly paste into the target range.
