In I11:
=SUM($I$9:$I$10,SUMIF($E$4:$E$12,"Yes",$D$4:$D$12))*H11
copied down.
Not sure if you want to change the $I$10 to $I$11 to include overhead in the 5% markup..... I saw it in your sample, but your question description specifies only I9:I10 for both markups.
Where there is a will there are many ways.

Not really sure I follow exactly where you want to put the extra overhead, but perhaps change the formula in I11: =SUM(I9:I10)*H11+SUMPRODUCT(--(E4:E12="Yes"),(D4:D12))*H11
