Selecting and aggregating data using user input radius

I have a a spreadsheet of block group data for the entire US and what I am trying to do is automate a demographic report using that data in excel. All the block groups already have decimal degree lat/longs assigned to them.

What I want to do is enter a lat long of a point and enter a radius of 6 miles and I would like it to go and grab all the block group data within that 6 mile radius and summarize the rows it gets. Problem is I have no idea if this is possible and don't really know how to do it.

Here is a distance formula that I have found that might prove useful:
    =ACOS(COS(RADIANS(90-A2)) *COS(RADIANS(90-A3)) +SIN(RADIANS(90-A2)) *SIN(RADIANS(90-A3)) *COS(RADIANS(B2-B3))) *3958.756

Any help would be greatly appreciated, thank you!
