I am often given pdf documents which contain text.
Is there a way of extracting the data i need so that I can manipulate it in excel.
The data will have date, name etc in pdf

You could try running it through a pdf converter like this: http://www.pdftoexcelonline.com/
Looking at the document though I reckon it might struggle with it and the layout isn't exactly ideal for extracting the info you want once it's in Excel.
My suggestion would be to find out the department at the council that produces this document and see if they can give you the information in Excel format. Chances are they have it like that and have just mail merged into a Word doc to produce the document you have given the link to.
