Count cells based on criteria of another cell

I am trying to write a few formulas in excel. I have a spreadsheet with ~4000 lines. Each line has a unique vehicle. There are multiple vehicles in a city. Also, I have a column for a completion date of the work being done to the car. I made a separate sheet with the cities listed 1 time each by removing unique values. Our customer wants a sheet with each city, how many vehicles per city, and how many vehicles have been completed. I came up with the amount of vehicles per city by using the COUNTIF formula. Now what I need is each time there is a date put in the Completed category, the formula counts it on the first sheet and gives me a column on the second sheet saying how many vehicles have been done in that city. I attached a small example of what I'm talking about on 1 sheet. I need the number of completed to give a number based off if there is data entered in the date completed column for that city. Thanks!! I hope someone can decipher my problem.

@Marcol, if using an Array for sake of backwards compatibility (ie pre XL2007) note you can not use entire column references.
(same holds true with SUMPRODUCT equiv.)
