open the file and parse using VBA

I am very new to the VBA programming. I have one problem which I am trying to fix it from long time but not able to do so.

I have to browse a text/Excel file from source directory which will have few columns like example contains of the file

name begin_date apr end_date
abcd 2010/03/10 7.6475 2011/12/30
drgv 2010/03/10 7.6475 2011/12/30
adar 2010/03/10 7.6475 2011/12/30

then Validate the data that means, name has characters, date has proper date format (any date format) number column has number and

then create another csv or text file in some other directory after parsing and validating that in some other directory..

I have tried alot but I am just able to browse the file and open it but not more than that. I am pretty sure someone have had encountered this situation before.

I will appreciate if anyone can help me with this.
