Use a % to calculate points above or below that %

I need a formula that will help me calculate sales competition points. The criteria are as follows.

Salesmen earn 10 points for reaching 97% of their assigned goal. They will gain/lose 6 points for each full percentage over or under 97%.

Example: if a salesman is 98.5%, they would earn 10 pts for reaching 97%, and 6 points for 1.5% over for a total of 16 points.
