Excel formula to meet few IF senarios

I have been searching quite a long for a formula that can use fit for my problem here. Hope anyone can write a formula to meet my senarios here....\1
i need excel to give me a result IF:-
a salesman is below target for a consecutive 2 months will result in 'warning' category
third month, IF still below target will result in 'consultation' category, OR if is above target will result remain in 'warning' category.
forth month, IFstill below target will result in 'see boss' category, OR if above target will result 'normal' category, out of warning category.
Others will keep monitoring based on the basic 2 months consecutive senario
