Converting Excel formula into VBA code

I have asked the below question on VBAexpress.com but have not received the answer I want yet:

I have the following formula that works well. I need to convert it into a vba code so I can use it in a userform. Also if the formula can be applied to other cells by dragging it to them, how can that work in case of vba code? I appreciate your help
