Adding color to a cell based on input value

I am looking to use up to four colors combos to indicate Bad through Excellent. If a value is below 90%, I want it to display a red cell. If the value is between 90% and 91.99% I would like yellow. If the value is between 92% and 97.99% i would like green. If the value is 98% to 99.99% I would like yellow again. If 100% or above, i would like red again. I dont expect anyone to do the work for me. Im just looking for a formula to get me started, maybe comparing the difference between green and red. Thanks for any help.

Go to Home|Conditional Formatting, select Manage Rules, from top section use Format Only Cells that Contain..

and then create a combination below, like: Cell Value is >> Less than >> 0.9 click Format to choose colour, click Ok, click New Rule and repeat for each condition.
Where there is a will there are many ways.
