I have similar issue to a previous thread Link
On my laptop, on which I have created the macro-enabled excel workbook, everything functions properly.
However on my desktop PC, while trying to work on my excel workbook, I am unable to enable macros.

Document Properties:
I have password protection on my macros.
Developer->Visual Basic->Tools->VBAProject Properties->Protection Tab->placed a check on Lock&&set password also.
Also I have set protection on my workbook.
Review->Protect Workbook->Restrict Editing->Protect Structure and Windows->placed a check on structure and windows&&set password also.

Minor Remedy:
I managed to enable macros on my PC only when removing protection on my workbook.
Review->Protect Workbook->Restrict Editing->disabled Protect Structure and Windows

Deductions:
As per attached image of Security Alert message, it claims that there is no antivirus on my desktop PC, while I have Microsoft Security Essentials installed on both computer and laptop. I tried installing other antivirus software on my desktop PC to no avail. In addition, tried to Protect Workbook on the file while on my desktop pc in attempt to override any bad encryption algorithms that might have been carried over from my laptop (which is not feasible), also no success, same message from security alert. I have attempted to put the file in a secure folder with no success as to all the previous attempts.

I have tried to open the workbook on other workstations, some were able to open the workbook with macros enabled and while still the workbook being protected.
Some had the same issue as I did on my desktop PC.
As it seems, my workbook opens on few computers rather than being a standard operation on all workstations.

Question:
Why would I be able to open the workbook on my laptop and fail to do so on my PC with workbook protection enabled?
