Can't pass password through code, keeps prompting for password

I am using the following line of code to open a password protected file (the password is correct). It works on my machine and not others. When I run the code on a machine that it doesn't work on, the standard password dialog box launches prompting me to enter the password with an OK or Cancel button. Any ideas?
