Insert blank lines to make the total number of lines 67

I have a macro that formats a worksheet with 67 lines. I am receiving worksheets with various number of lines. My question is how do I insert blank lines using a macro for the sheets to look uniform?

Please look at the attached sample.

The first sheet has 33 lines, the second sheet has 47 lines and the third one is correct and has 67 lines.

    Thanks in advance.
