Lock column based on value in one cell column

Hi all first post i have sumitted, have been sitting on the fence till now as the forum questions and replies have been great and have solved all my problems and questions to date (thanks all that had the same problems as me)
i have a claimsheet that covers one month that time sheets are taken from each week, i need the data that is entered to be protected after the timesheet is completed at the end of each pay week so as to stop changes after pay run has been completed.
The question i have is i need the the code to work though an array of cells in a row of the claimsheet locking the entire column based on the value in the cell being a "1" to lock or a "0" not to lock which would be the result of a formula on the sheet. i know the code will take time to run as the claimsheet is exteremly large and was planing to have the code run from an control button that the pay clerk uses each week. I am running excel 2010 but i need the code to work with excel 2007

The work book is quite large so i have generated a small workbook as an example of the process
    Thanks
