Need macros to create a template for an excercise

Dear Excel Gurus,
I am creating a template for an excercise on how to use a software. Excercise consists of steps. Please see attached file which shows a step (RangeA4F17).
A Trainer who will be using this template should be able to add steps, delete them and moving up or down to locate in a required order. The steps also need to be counted. And to be absolutely magic print out the excercise.

Can you please help me with the macroses. I am fighting with that for a couple of days to no success. Adding a step first time works ok, but for the next time it is added at the same location as the first time. Instead it should add to the 1st row after the last. I was trying to apply codes recommended to other people with a similiar problem, but it never worked - wrong syntax, etc

The attached sheet is not very clear. Can you please explain in more detail or attach the sheet with the codes that you have worked upon?

Training exercises are for you to work through and learn. You posted a workbook with nothing. This forum does not do homework and exercises. We can help if you post what you tried that did not work. But you must at least try and then post the code.

In this forum we cannot allow direct help with homework or assignment questions, if we tell you how to do it you will never learn how to do it! We can answer specific questions and point you in the right direction, if you really don't understand your work/assignment then don't be afraid to contact your tutor as he/she will be pleased you came forward for help rather than struggle. One other thing, your tutor(s) may also frequent this and many other forums like it, either to help the community or sourcing training aids for their pupils so be mindful of this when seeking help!

I didnt intend to make anyone to do work for me. If it looked like that, I am really sorry.

I attached my "Excercise" sheet with a macros for "Insert Step" button. Please, advise what is wrong there.
