Before Double Click accross certain WS

Hi Guys

How would i have a macro that is executed upon the double click of a certain cell whos target.value = "Feedback:".
This should occur only on sheets whos name is of is in date format "##-##-####" (dd-mm-yyyy)

also the code cannot be contained on the individual worksheets (the worksheets are constantly changing each week, therefore the code would get deleted along with the WS when theyre opened) i.e. the code has to be contained in Workbook or something similiar?
