Arrow Trying to testthe contents of a cell AT ANY TIME

I am trying to test the contents of a cell in a range, say "B2" to "B47" - continuously, WHILE a user is filling a form. If the cell is NOT NULL, then un-hide the next row. Simple, but I cannot get it to work consistently. Any ideas?
