Conditional Formatting doesn't work after copy and insert

I have very simple conditional formatting on row 5; if the cells are not blank, keep it yellow. After I copied the whole row and inserted it down below, the conditional formatting of the original row doesn't work anymore: the cells stay yellow, no matter it is empty or not. I checked the rules of the conditional formatting again and it looks fine.

If I choose to edit the rule, and change nothing, just click on Ok. Then it works again. It is like after copy and insert. It doesn't detect the conditional formatting of the original row anymore. It works fine on Mac, but have this problem on Windows with the same file...
