Extract value from rows when top row text = "Admin" and "Clin", then calculate the mean

Hi,

Within the attached, I am trying to calculate the average percentage for the values in the rows, the 2 categories are Admin and Clinical. Therefore using a loop I want to get the average of all cells at 'level 0' that match the header 'Admin' and 'Clinical'.
