    Combining values from two different columns

    How can I combine values in two different columns where the first value in the first column is combined with all other values in the second column, then the second value in the first column is combined with all other values in the second column, etc.?
    I usually do this manually but I wonder if there a macro or function in Excel that can do this automatically.

    Assuming that your GLs are in column A, starting in row 2, and the Depts are in column B, starting in row 2 then try
