In sheet 2 titled "wholesale" I would like a formula that takes any loan risk rating numbered "3" from column L and grabs its loan # from column A, than goes into sheet titled "loan Data" and copys all information from that loans row and pastes it into sheet titled "high risk loans"

Is there a formula for this?

A Macro could be written or you could do it manually as well.
In sheet 2 - filter column L to only show 3.
This will be a list that contains only of the loads your looking for.
Select the loan numbers in Column A and copy only visble cells

Youll want to set up an advanced filter in the Loan data sheet.

Paste the filtered Loan Numbers, into the Loan number column of the Advanced filter
When you run the advanced filter choose the Copy to another location:
Make that other location the High risk loan sheet.
