Assigning Random Jobs To Students

Hello,

I have two programs that are meant to assign random jobs to high school students, juniors and seniors. However, all jobs must be assigned to a student before they can get the same job again. I am having trouble with this because the current programs I have assign jobs in a certain order every time. From my tests I get: Job_9, Job_7, Job_8, Job_4, Job_5, Job_10, Job_1, Job_11, Job_12, Job_2, Job_3, then Job_6.

I can't find the problem and I'm hoping someone here can help. I have attached the two programs. Also, if you have the ability to make it one program, that would be nice as well.

NOTE: The information in the programs are how it will be when they are being used except for the names. Also, all visual basic code for these programs (and the macros) are credited to Sissyphus (or something similar, apologies for not remembering) on excelkey.com.
