hide info tab / vba to turn off the edit anyway prompt when the file is mark as final

hi, when a file is marked as final, then user view it as read-only without editing ability in 2007. however, in 2010, users are alerted that they can change it by clicking the edit anyway button.
1. how do i disable the edit anyway prompt? or
2. how do i hide the info tab in the file backstage view so that users are not easy to turn it back to edit mode? or

3. actually, mark as final is pretty good but someone wanted that no editing is possible for users. is there a way to save a file to read-only without edit ability to users anyway? protect sheets by sheets with a password work but there're over 10 files, each with over 10 sheets to work on. It's not efficient.
