Excel - Auto Timeout on Idle, Warning, Prevent Work until Macro enabled

I requested some help a few years ago on this forum and was met with some pretty astounding help. So I do appreciate anyone's time who might respond to our dilemma.

We have an excel document (2007) kept on the network that is used by multiple people. (About 30-40 people). It will on occasion be locked out by a user who forgot to close it. Is it possible to write a script that does all of these functions:

• By default IT does not allow us to always on macros. So users have to click the little button to enable the macro. Can we make it to where they can not use the workbook until they enable this macro? Because it would defeat the purpose of logging them out if they don't even enable it.

• Add an auto timeout function when nothing is going on. So say the user steps away, after 3-4 minutes it will automatically save/close the document.

• Add a warning about 20 seconds before the document is going to be closed.

• Make sure the document actually closes regardless of any messages that may pop up. What I mean by this, is I have found code that kind of works in closing the document but for some reason on some users machines it will pop up a message about personal info security. Unless the user presses OK, the document remains open.
