(Urgent) Macro output different for different data sets - Please help

Hi, I am using a macro which basically identifies duplicates in a column and inserts rows before a set of duplicate values. The trouble I have is the macro works fine - gives me the output exactly the way I want it when I test it for a random set of data but the same macro when I run on a set of data I have downloaded from a tool gives me an output such that it groups the duplicates alright but also inserts a row for every unique value in the column, Can someone help/explain to me why this is happening?

I have attached an excel sheet which has the macro, Sheet-1 gives me the output as I need it, while sheet-2 the macro output inserts a row after every unique value

If the data in sheet2 are sorted in order, you need to change in to=

Actually not... I just realized when '=' is added it just inserts the rows between the duplicates... but that really doesn't solve the issue... the macro works perfectly in Sheet-1... I want the macro to give same results in sheet-2 too...
