Reformatting a sheet with many iterations of a similar grouping of dates and values

I'm trying to reformat a document which is set up to archive various values (i.e. plant's nat. gas usage, water usage etc.) by period and date (so for example, P1-1 is period 1 week 1), which occur on different rows in the blocks. The person set the data up so it occurs in blocks of 10 weeks followed by a space then another group of data. When I use the record macro tool, the first row values are changed perfectly to columns but the second columns that are transposed will always return #Value! (even though I've selected the use Relative Referencing)... HELP?

Can you attach a sample workbook, and post the recorded code?

I'll upload a sample of what I want in a minute or two

    Example of Formatting.xlsx

Here is an example workbook. Not sure how to upload the code, it should be fairly simple, just a recording of a few actions...

What values should go in the NG Process and NG Boiler columns?

Supposed to be the weekly consumption (feet^3), the values being with "start" then have numerical values. The person decided to merge the cells for some reason, which obviously adds a level of difficulty.

Do you want to keep all the formulas and formatting?

The dates would ideally be left in that format (or with year included), the rest of the numerical values can just be values. Formatting in terms of colour doesn't matter.
