Add row borders based on number of instances

We have tried to apply conditional formatting to Cell A2 to add borders to A2:F100 in the attached example. This is on the right track but not quite where we want to be, we currently copy and paste our data (which changes everyday, example on the 'PasteThis' Tab) and are looking to to have the end product look like the 'Goal' Tab, with thick borders around the outside of rows A:F based on the number of instances. Any help in achieving this end product would be greatly appreciated!
    Thanks.
