Creating specific CSV txt files from excel

I am trying to create an international payment upload from our accounting software to our banking software.

The attached txt file shows the exact format that is required by the bank.

The excel file is my replication of this (blank columns replacing commas) however when I save this as a CSV file it appears as third attachment.

The problem I have is that when I open the csv file with notepad the first 3 commas are missing & the banking software rejects the upload.

Has anyone experienced similar problems in the past and knows a fix?

    Help is much appreciated.
