Lock cells in a column except for those adjacent to a cell with a set value

Hi all,

Is there a way of locking the cells in a set column range except where a value is entered in an adjacent cell? I can't upload an example so I'll try to explain:

Column L (from L6 down) contains a drop-down list populated through a data validation list. One of the potential entries is "unsuccessful". Column M also contains a data validation list of reasons why the project was unsuccessful.

However....

I want to lock all of the cells in column M EXCEPT for those adjacent to an 'unsuccessful' value in column L.

It's merely cosmetic, but...
